In HR Templates there are multiple tabs:
the Personnel Cost tab, Benefits and Premiums, COLA and Step Table
In the case where there are multiple HR Templates specific to a department the users that are entering positions in the Personnel Cost tab may not need access to the additional tabs. The reason for this is because the Benefits and Premiums, COLA and Step Table tabs will apply to all departments. If certain users or groups should not have access to these additional tabs their access can be limited within the application level permissions.
How It Works:

Go to the Settings icon and select Users to open the “Users” page.
- Select the User or Group you wish to apply or remove this permission from

In the application level permissions under “Budgeting” the permission is named “Manage O&M tabs”
- Check this permission for users/groups that should have the ability to edit in all tabs
- Uncheck this permission for users/groups that should only have the ability to edit the Personnel Cost tab
- The users that are not able to edit these tabs will still be able to view them but they will be unable to make any changes
- If the permission is greyed-out, it means that this permission is given through 'groups'.
To remove the permission for the user, you will need to remove him from the group.
To see which groups this user is in, look at the top of 'application level'.
