Inside the Capital Budget, locate the Collaborators tab.
The Collaborators Tab has 3 permission levels: Editors, Contributors, and Reviewers.

Editors
Editors are typically people in the Finance department or Executive Office. They can access and edit any part of the capital budget. Remember the Admin that creates the Capital Budget is automatically assigned as an Editor. If needed, you can add additional users to the Editors tab.
Contributors
Contributors are typically department leaders or individuals responsible for a portion of the requests to the capital budget. Contributors can create, edit, and submit requests. When a Contributor creates a new Request, they become the Request Owner for that Request.
Unless they are in a Team, the Request Owner will be the only user able to edit the request until it is submitted. The Request Owner is the only user who can submit their request.
Contributors need to be assigned to Teams to create and manage capital requests of a Request Type/Capital Request Form. Editors create Teams in the Contributors tab, and Teams can be edited at any time by an Editor
Note: A Team is required when setting up a new Contributor.
Pro Tip: If you are an editor for a capital budget and wish to create and submit capital requests, you will need to add yourself as a collaborator, invite yourself to the budget, and use the Contributor toggle in the upper right-hand corner to switch your role.
Reviewers
Reviewers are typically councilors, board members, or committee members. Reviewers cannot edit capital requests, they can only add notes and attachments. Reviewers have access to the Dashboard, Scenario, and Report Builder Tabs for reviewing and reporting purposes.
