Step 1: Create Your CIP Book (Dashboard)
After logging into your ClearGov account, navigate to the Digital Budget Book module.
- Select the +Create New Budget Book button in the upper right corner.
- Name your CIP Book (i.e., “FY22 - CIP”). Select the Year. Note: Request Period is tied to our Capital Budgeting module, so if you are not using the ClearGov Capital Budgeting module you can leave this field blank.
- Choose to include Capital Budgeting data and select Create New Budget Book.
Step 2: Modify “the Skeleton”
Let's begin by simplifying the table of contents.

In the table of contents, either hide or delete unnecessary sections (e.g., Debt, Departments, and Fund Summaries) by hovering over the section and selecting the three dots. Do not hide or delete the Capital Improvement section if you are linking directly to Capital Budgeting. If you are not using Capital Budgeting, you can hide the auto-generated pages and create your own.
Note: Deleted sections cannot be restored. -
Add new sections or rename existing sections as necessary to match your needs.
Note: We recommend including a section on your CIP Process and highlighting your funding sources.
Pro Tip: Go to Settings to make universal changes to sections or pages.
The pages you choose to include in your CIP Book will depend on the information you wish to share. However, based on GFOA Guidelines and conversations with our other clients, we recommend including the following pages in the following sections.
Section 1: Overview
- Summary of Capital Improvement Plan
- Demographics
- Acknowledgments
- Existing Capital Facilities
- Budget Process
- Glossary
Section 2: Funding

- Revenues
- Transfers
- Prior Year Carryovers
- Debt

Section 3: CIP Process

Section 4: Capital Improvement Plan

- CIP Summary
You have now set up the core structure of your CIP Book. Now go into each section and enter the associated data and explanatory narratives.
