When do Emails Send?
Collaborators will immediately receive an email notification when they have been invited to collaborate on a budget.
Other email notification types (e.g. Comment Added) will send based on the choices the Collaborator has made in their Operational Budgeting Email Notification Settings.

Who Receives Emails?
Any collaborators who are invited to the budget. The email will state that the user has been invited to budget and provide a link to navigate directly to the operational budget if the user already has an account or will provide a separate link to create an account.
