In the Contributors Tab, there are Permission toggles for each Contributor to control what they are able to do in the Capital Budget.

Submit Own Requests
By default, all Contributors can submit their capital requests that they create or for which they are the Request Owner. You can toggle this setting off to prevent them from submitting their requests. This might be handy if you want someone else with the “Submit Team Requests” toggled on to submit on their behalf.
Submit Team Requests
The “Submit Team Requests” permission will allow that contributor to submit all requests from all teams they are a part of. If this is toggled off, the contributor still can submit requests for which they are the request owner.
Add Teammates
The “Add Teammates” permission will allow that contributor to invite other people into the budget, but only to the teams they have been assigned to. For example, this is in the case of a department head inviting others from their department.
Change Request Owner
Allows the Contributor to change the Request Owner to assign their Capital Request to someone else in their Team.
Comments
Allows the Contributor to add comments to Capital Requests.
