Use this article after: you create an Operational Budget and want to create spending controls while preparing for a Request Round.

With Rules, you can automate spending controls to prevent over-budget requests by defining limits by department, location, spending category, and more. Your Contributors will receive instant warnings when exceeding rule limits.
Rules can be created and edited before, during, or after an open request round for contributors.
In the Operational Budget Settings, navigate to the Rules page and select the Create New Rule button. This will then open the Rule details page.
Within the Rules details page:
- Name & Summary - Enter the rule name and a summary of that rule.
- Conditions - Select the Scope of the rule: either apply the rule to the entire worksheet or to specific criteria (Total or Individual accounts). Set the criteria Account Type (revenue or expense), then choose the Dimension. For example, the Parks and Recreation department is the only department to which this rule applies. So, the Scope would apply to specific criteria, and the Account Type would be Expense with the Dimension of department and the Parks and Recreation Department.
- Restriction - Select the Type of limits to enforce: either a Dollar ($) amount, a Percentage (%) amount or use an Account-based limit and specify which account values set the overall limit.
- For the Account-Based option, you will need to Select Accounts.
- When selecting accounts, first choose which Version you want to Compare with to the FY27 In Progress column.
- Select the specific accounts needed. You can filter the table just like you would the Worksheet.

Select the Select Accounts button.
Note: Under an Account-Based restriction, once accounts are selected, a summary displays how many accounts are included and their total value for that version. You can update the accounts or switch to a different version anytime if new data is available
Override Rule - Enable optional justification overrides so contributors can proceed with an over-limit request if they provide a justification note. This feature gives departments flexibility while maintaining visibility and control for finance.
- Compare versions - Select the Version of the budget for which you want the rule to compare against.
Select the Create New Rule button to save the rule and add it to the rules table.
