Yes, Contributors can create and submit Funding Packages in Operational Budgeting outside of an open request round (during a closed request round), provided the permission toggles for View Budget After Submit and Funding Packages are turned on in the Contributors sub-tab of the Collaborators tab.

Even if their status displays not invited, Contributors can still log into ClearGov, navigate to the budget, and impact Funding Packages, just not the budget Worksheet, when a request round is closed.
