Use this article to: import updated statistics for accounts and itemizations through CSV.

There are 4 main steps to import a Personnel Budgeting Scenario. Select any of the steps below to navigate directly to that section.
Importing Accounts
In the Operational Budget Import from File (CSV), you can use rows of the import template to update Accounts and/or Itemizations.
For Accounts:
- Fill in the Account ID and Account Description fields.
- Enter Values to update the account amount.
- If an account has itemizations, its total value is automatically recalculated from them, so you won't need to include the account's value.
- Only accounts that already exist in the budget can be imported.
Importing Itemizations
For Itemizations:
- Fill in the Account ID and itemization description fields.
- Enter applicable Values, Quantity, and Unit Cost to set the itemization amount.
- If the itemization description is new, a new itemization will be created; otherwise, the existing one will be updated.
Step 1 - Navigate to the Import Template
Navigate to the Operational Budget module and select the preferred fiscal year budget.
- Select the Import button in the worksheet tab.
- Select the option called File Import (CSV).
- Select the Continue to Next step button to proceed to the next screen.

Step 2 - Data Source: Download the Template
Select to download the Import Template and open the file. The Template you download will reflect your current Operational Budgeting Worksheet.
- For example, if you want to import Forecasted Values for future years, be sure to add a Forecasted Column to your worksheet before this download.

Step 3 - Fill out the Template
The columns and data of the import template is unique to your Worksheet. In the example below, we included a screenshot image of a blank template for a 2027 budget with a 2028 Forecast column.
Note that your columns in your template are unique to your Worksheet, so this is for example only.

Import Columns
- Account ID: Must be entered exactly as it appears currently in your Worksheet. New Accounts cannot be added via this import; they must be submitted through the ClearGov Data Request Form.
- Account Description: Account Description must be entered exactly as it appears in your ClearGov Data. If you are using the row for an itemization, you would leave Account Description blank.
- Itemization Description: Itemization Description is only used for Itemizations.
- FYXX Projected Value: The Budget statistic in the purple Projections Column in the Worksheet.
- Quantity and Unit Cost - Quantity and Unit Cost fields are only used for Itemization rows, and must be left blank for Account rows. Quantity and Unit Cost multiply together in the Worksheet after importing.
- FYXX In Progress Value - In Progress Value is the Account-level budget statistic in the yellow In-Progress column in the Worksheet.
- FYXX Forecasted Quantity and Unit Cost - Forecasted Quantity and Unit Cost fields are for Itemizations only, and must be left blank for Account rows. These statistics fill into the orange Forecasted column in the Worksheet.
- FYXX Forecasted Value - The Budget statistic in the orange Forecasted Column at the Account Level, and cannot be used for Itemization rows. Itemizations must use Forecasted Quantity and Forecasted Unit Cost columns.
Note: To be able to import Forecasted values, you must add a Forecasted column to your Worksheet first, before it becomes available in the import template. For additional info, check out our training article: Add Forecasted Columns.
Step 4 - Preview the Import
In the Import screen, you can edit directly into the import wizard by typing or copy and pasting columns or rows of data. Hover over any yellow highlight to view additional information.
Submit the Import
Select the Submit button to complete the process!
- Once the import is complete, you can navigate back to the Worksheet to locate the updated accounts, itemizations, and budget statistics. Filter on the worksheet to display your new itemizations for you to review.
- Lastly, select the Save button to save this version of the operational budget. Note that saving will remove the Revert ability.
Note: If you import into an open request round, completing the approval process will save the imported values. Or you can choose to save a version in an open round, but be aware that it saves a version of all in-progress values.
Pro Tips and Important Notes
- Consider locking In Progress figures if you are turning out the Operational Budget to contributors for budget request input.
- When saving a version of this import (that is not imported during a request round) give it a unique and specific name.
- Any accounts with itemizations will be skipped. Toggle on the skipped accounts to view accounts that will be skipped.
- If you wish to make corrections to itemizations before saving a version, select the Revert icon to revert the import. Unselect one or more rows and import the itemizations back to the In Progress or column. Note: If you have imported into the In Progress or Forecasted column more than once, the revert import will take the In Progress or Forecasted column back to the import done before this latest import.
- Imported itemizations will carry forward into next year's operational budget.
