The Personnel Budgeting module in ClearGov streamlines your planning for personnel costs, allows you to solicit submissions from department heads, and includes a dashboard that provides a consolidated view of requests.
Create a Personnel Budget
Let's get started creating your Personnel Budget!
- Navigate to the Personnel Budgeting module.
- Select Create New Personnel Budget.
In the Personnel Budget dialog:
- Enter a Budget Name (e.g., FY2027 Personnel Budget).
- Select dates to start and stop accepting New Position Requests.
- Select your Budget Start Month. It will default to your fiscal year start month.
- Choose your Budget Length. 12 months is the default.
- Choose your Budget Year. Note that the Budget Year cannot be changed later.
- Toggle on the Carry Forward option if you wish to carry forward Units, Wages Schedules, Allocations, Additional Pay, Benefits, or Contributors from the prior year's personnel budget. Note: Once a Personnel Budget is created, the Carry Forward selection cannot be modified.

Toggle on Position Control to enable Position Code tracking.

- If you have multiple budgets for the same fiscal year, set your primary budget as the Default.

Just getting started and not sure where to begin? You could make your very first Personnel Budget using a Sandbox Template. This provides a built-out Personnel Budget as an example for you to work in before starting your true budget.

Modify a Personnel Budget
From the Personnel Budgeting dashboard, you can edit the Personnel Budget Settings.
- Select the Action Dots next to the Personnel Budget.
- Select Edit to open the Personnel Budget Settings Screen

In this screen you can edit the Name, Dates to accept requests, and the budget month and length.
- Choose to toggle Position Control on or off at any time.
- Select Save to keep your changes.
Tada! Now your Personnel Budget is created and the next step is to start configuring the Data Model Manager and start with creating Units.
