Welcome to Personnel Budgeting in ClearGov! Your first Personnel Budget will be a blank canvas, but with some preparation and thoughtful planning, you can build out a Personnel Budget that will serve you for years as you carry forward your budget each year.
To get started, you will build out the structure of your organization's personnel to allow you to budget. To do that, there are a few items you will want to tackle to set yourself up for success.

Gather Relevant Materials
Having the information you need at your fingertips when setting up your Personnel Budget will increase your productivity.
We recommend gathering the following materials:
- Previous year's Personnel Budgeting files
- Any contracts or Collective Bargaining Agreements
- List of all job titles, pay schedules or salary schedules
- Current employee benefits and additional pay rules
- Current employee data and potential vacancies
Note: You may need to work cross-functionally with your HR and Payroll teams for this information.
Learn the Language
When implementing a new software, you are learning a new language so its critical to understand it and be able to translate it to your organization's terminology. This will help you know where to map your information in the system.

Understand the Data Flow
When you build out a Personnel Budget for the first time in ClearGov, you are building out a database to reference when you budget in the Scenario. Understanding how the data flows and its connection points can guide you to how best to set up your organization's structure.

Plan and Test Your Build
Put the pieces together. Think about your Organization's structure and determine how best to implement it within the module.
To help you plan, we recommend starting by setting up a sample of each area in Personnel Budgeting. Start small building one Unit and Wage Schedule and a few Jobs, a few Additional Pays and Benefits, map these Allocations and add a few employees to Filled Positions. Finally, head to Scenarios to create a Scenario to see how the data is added and its functionality.
Pro-Tip: You can Archive and Delete any Personnel Budget you create, so do not hesitate to create a Personnel Budget you can utilize like a Sandbox Environment. You can also Clone a Personnel Budget should you like your current set up but want to continue to explore.

- Start small building one Unit, one Wage Schedule, a few Jobs in the Wage Schedule.
- Add a few Additional Pays and Benefits.
- On the Allocations tab, Map Accounts for Wages, Additional Pays and Benefits to the jobs
- Add a few employees to Filled Positions.
- Finally, head to Scenarios to create a Scenario to see how the data is added and its functionality. You can then access Reports and the Dashboard to truly see the numbers in action.
