Before You Begin...
Have you been asked to contribute to documents or reports such as a Digital Financial Report, Digital Budget Book or CIP (Capital Improvement Plan) Document? Then this article is for you! Let’s walk though how to contribute to any of the document types found in ClearGov’s Report solution.
Login to ClearGov
You should have received an email when you were added as a Contributor and assigned document pages. From that email, you can log-in to ClearGov.
Note: For all document types, users assigned to pages within a document will have immediate access to those pages. Therefore, you may not necessarily receive an invitation email from the document's Editor. However, ClearGov will systematically send one summary email at the end of the day notifying you what pages you have been assigned to and with what role.
Navigate through the Report module
We recommend you take some time to familiarize yourself with the new system. Here are a couple of resources to help you:
4 Steps to Contribute to a Document
Step 1: Navigate to the Document

Under the Report heading in the left navigation menu, select the type of document to which you will be contributing:
- Digital Financial Reports
- Digital Budget Books
- CIP Documents
- Custom Documents
- Then, select the name of the document to which you've been asked to contribute.
Step 2: Navigate to the Page
Select the Page(s) you have been assigned to contribute to from the left-hand table of contents menu.

The table of contents includes clear visual indicators that show page assignments at a glance:
- Pages assigned to you are marked with a blue arrow icon.
- Pages not assigned to you appear in gray, italicized text.

In addition, there are two filter options above the table of contents: All Pages and My Assigned Pages.
- All Pages: This view allows you to see all pages within the table of contents.
- My Assigned Pages: This filter allows you to easily set your view to only the pages you’re assigned to, which makes it faster to find relevant sections, reduces confusion during review cycles, and helps you stay focused on your assigned work.
Note: If the document's Editor hasn’t given you access to edit a page, you will see the message “Permission needed to view this page. It looks like you don't have permission to view this page. If you need access, contact editor(s) below” when selecting that page.
As you hover your cursor over pages you have permission to edit, content blocks you can edit will display a thin border. Selecting these content blocks will open a robust text editor. Select Options in the upper right corner of a content block to hide it, re-order it on the page, and more.
Your work is automatically saved and can be seen by the person who requested your input.
Step 3: Edit your Assigned Pages and Content Blocks
Now that you have access to your assigned pages and can communicate with your team, you can edit and customize the Document.
- Add and edit Content Blocks
- Re-order the Content on the page
- Insert text narratives
- Upload images, graphics, and charts
- Insert tables and spreadsheets
Step 4: Utilize Collaboration Tools
It’s easy to collaborate with your teammates, enhance productivity, and streamline document management using the collaboration tools that are found in all document types.
Pro Tips:
- Comments can be edited or deleted by selecting the three Action dots.
- Extra commentary can be added by entering a comment in the Reply box under the original comment.
- Select the green checkmark to mark the comment as resolved.
