Cloning a budget in Personnel Budgeting only works for the current fiscal year, so it could be used to compare two possible outcomes outside of Scenarios. Some use-case examples might be altering the Data Model Manager or Positions Tab, to test out what different step configurations might look like in a more official way than in Scenarios.
