Biennial Budgeting in the Personnel Budgeting module is all in the Scenarios! You will create a scenario in Personnel Budgeting that is at least for two years.
Note: You will not need to create 2 separate personnel budgets for biennial budgeting. We recommend using one Fiscal Year Personnel Budget for biennial budgeting and managing the second year in the Scenario Tab.
