Gather Relevant Materials
Collect all relevant materials in preparation, including capital requests and request forms from prior years, and the names, email addresses, and departments of any contributors.
Send your financial data to ClearGov to upload into our system. Reach out to your ClearGov Point of Contact with any questions.
5 Steps to Getting Started in Capital Budgeting
Step 1: Create your Capital Budget
Create your Capital Budget for your fiscal year. Since this is your first year creating a capital budget, on the next screen, you can skip the Prior Year Carry Forward step and simply select the Create Capital Budget button.

Step 2: Prepare for Requests
Before you seek out new Capital Requests, its imperative to prepare for the request round by reviewing and editing Request Forms, setting up data points like the Scorecard and Request Groups, Import Existing Capital Requests to be edited, and creating Teams and inviting Contributors.

Step 3: Gather Requests and Edits to Existing Requests
If you have invited Contributors, they will begin submitting their Capital Requests, and you will be able to view and manage them in your Request Manager Table.
Pro-Tip: Add yourself as a Contributor to every team so you can assist in managing the Request Round.

Step 4: Make Decisions on Requests
Once requests are submitted, its time to review and make decisions. Update the Request Statuses to inform Contributors of where they stand and utilize Scenarios to evaluate the feasibility of the requests.

Step 5: Report and Export your Capital Budget
Export Capital Requests from the Request Manager Table, visualizations and graphics from the Capital Budgeting Dashboard, or auto-generated reports in the Report Builder.
You can also publish your Capital Budget in a CIP Document to share with Stakeholders. (Subscription Required).
Turn Capital Requests into Projects on your Transparency Center, or sync to a Capital Project Tracker through the Capital Project Tracking module. (Subscriptions Required).
Import a Capital Budgeting Scenario into the Operational Budgeting module. (Subscription Required).
