Ask yourself, are you a Contributor or an Editor in this Capital Budget?
Only Contributors can create and submit Capital Requests. If you are an Editor for a capital budget, you will need to add yourself as a contributor, invite yourself to the budget, and use the switch role option in the upper right-hand corner to create and submit requests.
Note: Although Editors cannot create new capital requests, Editors can import existing capital requests.
