Are you looking to create a comprehensive budget guide to helping constituents understand and manage personnel costs, ensuring alignment with organizational goals? It involves forecasting staffing needs, outlining compensation and benefits structures, and monitoring budget costs. This guide will walk you through the steps to build your own Personnel Budget Book, empowering you to optimize your organization’s personnel budget and achieve objectives.
Adding Personnel Pages
Create a personnel summary page
If you have multiple funds with personnel actuals/budgeted values, you may want to consider creating a Personnel Summary.
From the main budget book screen select Add Page.
- Now select the Object dimension type or the dimension that personnel live under.
- Optionally, select the Placement of the page(s) in your page structure.
- Enter the Page Name and select the Expenditures and/or Revenues dimensions for that page. Since this is a summary personnel page, you will notice in the expenditures several funds have been selected; whereas, if you want to display personnel expenses for the General Fund only the General Fund would be selected as the fund. Note: To add another page in this table, select the Add Page icon.
- Select the Add Page(s) button to add the pages you have entered into the table above.
Create individual personnel page for each fund
You may want more than just a summary page. Maybe you have multiple funds or you segment your personnel by salaries and wages, benefits, and additional pay objects. You can always consider creating individual financial pages that nest under the personnel summary page.
- Now select the Object dimension type or the dimension that personnel live under.
- Optionally, select the Placement of the page(s) in your page structure.
- Enter the Page Name and select the Expenditures and/or Revenues dimensions for that page. If you are looking to display personnel expenses for the General Fund only, the General Fund would be selected as the fund; whereas, in the expenditures, several funds have been selected since this is a summary personnel page. Note: To add another page in this table, select the Add Page icon.
- Select the Add Page(s) button to add the pages you have entered into the table above.
Adding Charts from the Charts Tool
Consider utilizing the ClearGov Chart tool to make charts about FTEs, Vacancies, or Personnel Changes related to personnel.

Once the chart has been created and saved, it can now be added to your personnel budget book.

Download Charts from the Personnel Budgeting Dashboard
If you have the Personnel Budgeting module, consider downloading relevant graphs from the dashboard to add your personnel budget document.
Locate the graph you want to download. Select the download icon next to the graph and choose the Download JPEG image option. Save the image.
Now you can upload the image in a content block in your document.
Pro Tips
- Use Dynamic Figures in narrative text to utilize your personnel budget/actual values.
- Create separate personnel pages for each fund that has personnel allocations.
