Operational Budgeting
Forecasted Versions
You now have the ability to add forecasted columns to your operational budgets from the budget table. Forecasted columns can be added to new and existing budgets by selecting the Add Forecast button in the table header. The added column will default to the next fiscal year but can be given a unique name.
By default, the % change is set to zero, and the statistics within the forecasted column are copied from the column directly to the left. For example, in an FY23 budget, selecting Add Forecast will create FY24 Forecasted using the statistics from the FY23 In Progress column. Selecting Add Forecast again will create an FY25 Forecasted column, copying the statistics from the FY24 Forecasted column.
You can modify the forecasted statistics by updating their values or percentage change.
Updates cascade across years if a percent change is applied. For example, if you enter a 10% adjustment on the forecasted values for a line item in both FY24 and FY25, updating the FY23 In Progress column will maintain that 10% adjustment based on the updated FY23 values. If you update the In Progress column to $100, the FY24 forecast column will update to $110 ($100 * 110%), and the FY25 forecast column will update to $121 ($110 * 110%).
Once you save forecasted versions in an operational budget, you can display those statistics in the spreadsheet breakdown of fund summaries, funding sources, and department pages within the Digital Budget Book. To add these columns, select the Add Column button within the table header of the spreadsheet breakdown section, and choose the version from the Select Column drop-down list.
Capital Budgeting
Import Template Updates
We’ve updated the Capital Budgeting import templates, so financial panels will no longer be represented by merged columns stacked on top of each other. Instead, we will indicate the category and financial year relative to the form panel using the template: {Category Title} || {Fiscal Year}. See below for a visual reference of this update.
This change does not impact how you enter data into the spreadsheet for import. The number of columns is still consistent. If you have any questions, don’t hesitate to reach out to your designated support specialist.
Note: the term financial panels is referring to:
- Capital Costs
- Operational Costs
- Cost Savings
- Operating Revenue
- Funding Sources

This important change represents a core stepping stone towards the Flatfile integrated import workflow. Releasing in Q1-2023, this new import workflow will indicate all errors in your tables, allow you to correct errors, and exclude lines as needed directly in the import process!
User Management
Importing
Account Administrators can now import users into ClearGov from a templated .csv file.
First, navigate to the User Management page and select the Import button.
Next, download the .csv template from the hyperlink in the modal.
Input your user information into the downloaded .csv file, which includes First Name, Last Name, Email, and Title.
Note: Emails must be unique, meaning an email can only be associated with one user in the ClearGov platform.
After saving your file in .csv format, select the Start button. This will lead to a file upload screen. Select the Upload data from file button and choose the saved .csv file.
Next, you will come to a Match screen. If you have used the provided template, your data will automatically be matched. Select the Review button to continue.
On the Review screen, a preview of the users will be displayed. Set the role for each user in the left-most column by selecting from the dropdown. Set these values in bulk by dragging a cell down over other cells.
Note: The default role selection is set to Read Only. You can update a user's role can be set at a later date from within the User Management application.
Once finished reviewing users and updating information, select the Continue button and acknowledge "Yes you are ready to submit." This will complete the import workflow and return you to the User Management screen.
Personnel Budgeting
Scenario Export
You can now export a Scenarios to Excel by selecting the Export button in the upper-right corner of any Scenarios table in Personnel Budgeting.
The export is for the fiscal year currently selected in the Scenario. Each tab in the Excel spreadsheet represents the various tables within that fiscal year (Wages, Additional Pays, Benefits, etc.).
Employees & Vacancies Added to Budget Carry Forward
We've improved our Personnel Budgeting carry forward tool to make it even more powerful. You can now select both Employees and Vacancies to include during carry forward. All data associated with those employees or vacancies, including allocations, benefit or additional pay selections, and wage detail, will be carried forward from the current fiscal year.
This includes all data associated with those Employees and/or Vacancies from the carried forward fiscal year (pending which other data types are selected for carry forward).
ClearForms
Assignments Overhaul
The ClearForms Team has substantially improved the User Step Assignment workflow. As part of that update, you'll see a new "Assigned to me" filter on the Admin Dashboard. Using this filter will limit your dashboard to only processes you are assigned to, either directly or through group membership.
At the top of each step in a workflow, new assignment options allow you to auto-assign the step to a specific role or user. Step assignment can also follow conditional logic, allowing certain roles or users to be assigned based on earlier responses an applicant submitted.
Assignments can easily be added or removed for roles or users via the sidebar Menu within each process.
