Let’s walk through how all ClearGov Solutions connect and how data flows between all modules. Which products are you subscribed to? Learn more about how they connect!
Everything Begins with Onboarded Data
Onboarded Data
- Data sent to the ClearGov Data team is uploaded to create your ClearGov chart of accounts (CoA).
- The details of your onboarded data can be viewed and managed in the Financials Tool. View Historical Versions and budget statistics for all of your Accounts.

After onboarding, your ClearGov data is available for use in all ClearGov Tools and Modules.
Flow Chart Color Key:
- Blue = Modules in the Report Solution
- Green = Modules in the Budget Solution
- Purple = Modules in the Plan & Track Solution
- Teal = Modules in the Engage Solution
- Pink = Tools
- Yellow = Onboarded Data
These colors apply to all flow charts in this article.

Budget
The Budget Solution has three modules: Capital Budgeting, Personnel Budgeting, and Operational Budgeting.
Capital Budgeting
- Capital Budgeting’s data begins with submitted or imported Capital Requests.
- In Capital Budgeting, make a Scenario that selects which requests you want to present.
- All data from those Capital Requests can be imported into Capital Project Tracking, Digital Budget Book, CIP Document, Operational Budgeting, and the Transparency Center.

Personnel Budgeting
- First, complete the Personnel Budget configuration, including your Data Model Manager and all Account IDs. Then, create a Scenario for your final Personnel Budget.
- The Personnel Budget Scenario can be imported into the Operational Budgeting Worksheet.
- Once the Personnel Budget has been imported into Operational Budgeting, the Worksheet will add itemizations for each Account ID that was selected in the Allocations and Positions tab of the Personnel Budget.
Note: Funding Packages in Operational Budgeting can include Vacancies in Personnel Budgeting. If a Funding Package is approved in the Operational Budget, a Vacant Position is created in the linked Personnel Budget. Operational Budgeting
- The Operational Budgeting Worksheet is created using onboarded data.
- The imported data from Personnel and Capital Budgeting become Itemizations in the Worksheet. Note: You can preview to select and deselect any itemizations you don’t want from the import.
- Saved Versions in Operational Budgeting become available to present in the Digital Budget Book and Reports just like onboarded data versions.

Plan & Track
The Plan & Track Solution has two modules: Strategic Planning (including Custom Plan) and Capital Project Tracking.
Strategic Planning
- Connect your operating budget to your Strategic Plan in the Budget Allocations.
- Strategic Planning allows you to build Strategic Plans and their Document together in the same module.
- There are no other native connections from Strategic Planning to other ClearGov modules.
Pro Tip: You can hyperlink your Strategic Plan URL in a text box in your Digital Budget Book!

Capital Project Tracking
- Capital Project Tracking accepts Capital Requests from the Capital Budgeting Module.
- Imported Capital Requests are synced live with Capital Project Tracking. This means the Capital Requests will display in Capital Project Tracking, but the Request Detail can be edited and managed in Capital Budgeting.
- Capital Project Tracking creates a website called Public Project Pages, which you can share with constituents. Capital Project Tracking - Public Project Pages

Engage
The Engage Solution has two modules: Transparency and Online Forms. This article focuses on Transparency, as Online Forms do not have a current inherent connection to other modules.
Transparency Center
The Transparency Center presents data in two primary places:
- Financials Data - Your Transparency site displays your onboarded data or the most recent version from Operational Budgeting in the tabs called Revenue and Expenditures.
- Projects Pages - Create Project Pages on your Transparency site based on Capital Requests from Capital Budgeting or Capital Project Tracking.
Pro Tip: You can hyperlink the URL to your Digital Budget Book, CIP Book, or any other Document into a custom panel on your Transparency Page!

Report
The Reporting Solution has two modules, Digital Financial Reporting and Digital Budget Book.
Digital Financial Reporting
- The Statement Builder Tool has a dynamic live connection with Digital Financial Reporting.
- Statements are composed of Dynamic Figures, which have a live sync to your most recent onboarded or operational budgeting data.
- You can create and publish ACFR and AFR Documents with Statements and Dynamic Figures included.

Digital Budget Book
- The Digital Budget Book displays data from either On-boarded Data or the most recently saved Version in Operational Budgeting. This is the default, but you can select any versions to be displayed in the financial schedule tables.
- The Digital Budget Book presents dynamic financial data in auto-generated charts and financial schedule tables throughout all Dynamic Financial Pages.
- Dynamic Financial Pages are created by Dimension and contain graphics and financial schedule tables with details.
What if I only have the Digital Budget Book Subscription?
If you only have the Digital Budget Book, you can go ahead and start making your book as soon as your data is onboarded. Any Versions you have sent to the Data Team (such as 2024 Actuals, 2025 Budgeted) can be displayed in the Budget Book.
Feel free to start making those Financial Pages!

Glossary - Key Terms
- Dimension: A Dimension is any portion of your Chart of Accounts that has been mapped in ClearGov on-boarded data. Examples of Dimensions are: Fund, Department, Object, Location, Program, and more. Every client has unique mapped Dimensions.

Dynamic Figures and Formulas: Dynamic Figures are live financial statistics embedded directly into document narratives and financial statements. When underlying budget data changes, these figures adjust automatically, ensuring accuracy and real-time relevance.

- Dynamic Sync/Connection: If a module has a dynamic sync or connection, it means changes can be made at the source and will be updated in the second module immediately.
- Import: In the context of this article, an import refers to a one-time transfer of data from the source to the secondary module, for example, the manual import from Capital or Personnel to Operational.
- Module: A module is one ClearGov product, such as Operational Budgeting or Digital Budget Book. Modules are inside Solutions.
- Onboarded Data: Onboarded data is what the client sends over to ClearGov during their implementation. Onboarded data includes Funds and other Dimensions, Accounts, and Budget Statistics.
- Solution: A Solution is a family of Modules. For example, ClearGov Budgeting Solution has three (3) modules: Personnel, Capital, and Operational Budgeting.

Version: A Version is a referencable historical data within the ClearGov products. Versions are data sets that indicate the specific stage within the budget cycle for your actuals or budgeted data. Examples may include YTD Actuals, Approved, Amended, etc.
