Capital Budgeting
Actuals In Reports
The final phase of Actuals data is now available for admins and editors in the Reports tab. By default, this data appears in the Customize Columns drawer and can be added to both standard and custom reports.
- Click into a budget then navigate to settings.
- Ensure that the Actuals settings for that budget have been enabled for one or more financial panels
- From the Reports tab, within any report, open the Customize Columns drawer and select the boxes for the new Actuals data columns.
Additional Report Enhancements
A series of new reporting enhancements are now available that build upon the Actuals being included in the reports. The following are now available for use within the Reports tab:
- Summary Report: A new report that shows the relationship between capital costs and funding sources for a given request, making it easy to identify imbalances.
- Change Column: This will allow for the comparison between two selected data columns to show either a dollar or percentage difference.
- Group by Row: A new option across all reports that provides greater flexibility and supports more detailed data analysis through grouping of certain columns that then reorganizes the reports around that data.
Summary Report:
- Within the Reports tab, the new Project Summary report can be found within the list and will be available regardless of the settings applied for the budget.
Change Column:
- Within the Reports tab, after clicking into a custom report, click the new button in the top right of the header called “Add Change Column.”
- Once selected, fill out the required information to successfully add the change column to the report.
- Save the report to allow the change column to persist.
Group by Row:
- Within the Reports tab, after clicking into a report, a new group by row option is available.
- Drag and drop different columns into this section to create different data views.
Personnel Budgeting
Position Allocation Import
We’ve introduced a targeted bulk import option for position allocation data. When importing through the Filled Positions section of the Positions tab, you can now choose between two workflows: Filled Position or Allocations.
This update supports more curated imports when standard “Data Model” logic doesn’t apply. To use this custom workflow, the position must already exist in the system. The original auto-allocation based on the Data Model remains available.
To import position allocation data:
- Ensure that filled positions data has been uploaded into the system, either manually or through the bulk import.
- Click the new Import Filled Position Data button in the top right of the header.
- Select the Import Filled Position Allocation option and then click Import Data.
- Download the template and update the allocation information that has been downloaded.
- Import the template into the system and follow the wizard to walk through the confirmation process.
Milestone Calculation Updates
An enhanced milestone pay calculation model is now available within Personnel Budgeting, offering additional options, improved proration, and greater control over the final amounts allocated based on an employee’s tenure.
- Within the Data Model Manager tab, navigate to either the Additional Pays or Benefits.
- Select an existing Additional Pay or Benefit calculation, or create a new one.
- If creating a new calculation, under Calculation Model, select either Milestone - Flat Amount per Time Period or Milestone - Percentage of Total Wages
- Two new options are available to select on the left panel with dropdown menu choices to give greater control in calculating milestones and how they are applied. The options are:
- Calculation Model includes dropdown menu options for Summation or Max
- Summation: adds together the values of all current, achieved milestones
- Max: takes only the amount for the highest (maximum) achieved milestone.
- Pay Structure addresses complex calculations for individuals who achieve more than one milestone within a single fiscal year. It includes a dropdown menu with two options:
- Pro-rated: calculates the pay amount for each portion of the fiscal year.
- Paid in Full: will pay the full amount for both milestones achieved during the fiscal year, regardless of the time they were achieved.
- Calculation Model includes dropdown menu options for Summation or Max
Operational Budgeting
Funding Package Collaboration
Funding package collaboration has officially arrived and will allow departments to work together when creating funding packages, rather than everyone working in their own silos. The Operating Budget module borrowed the Teams functionality from Capital Budgeting, and this should feel very similar to that for those familiar. Once a team has been created and contributors assigned, this will open the door to collaboration on the funding package creation and edits.
Additionally, the funding package team has a setting available to restrict the funding package creation to only the accounts of those on the team. This will restrict both the expense and revenue sections when creating and editing a funding package as a contributor.
- On the Funding Packages tab, select the new sub-tab called “Teams.” Clicking on this will allow an editor to create and manage Funding Package teams.
- While on the new Teams tab, click Add a Team button in the top right, just above the table.
- Fill out the required information within the guided screens to successfully create a new funding package team.
- Once the team is created and multiple contributors are assigned, everyone on the team can collaborate when creating or editing funding packages.
Budget Creation Screen Updates
A new budget creation workflow is now available within Operational Budget, streamlining the process and reducing the number of clicks required to create a new operating budget. The interface has also been updated to align with other budgeting modules, delivering a more familiar and consistent experience.
- Within the Operational Budgeting module, admins and editors will click Create New Operational Budget in the top right corner.
- Follow the guide and fill out the required information on the General Information and new Prior Year Carry Forward pages.
- Carry Forward Options are all automatically defaulted on.
Capital Project Tracking
Status Updates on Any Level
This release introduces more flexible status tracking within Capital Project Tracking. Previously, status updates could only be set at the action item level and rolled up through phases and projects, along with percent complete values. While effective for detailed plans, this approach could add unnecessary complexity when a higher-level view was sufficient.
Status updates can now be set directly at the project, phase, or action item level, giving you greater flexibility and control over how progress is tracked and communicated. This makes it easier to maintain a streamlined, high-level view for simpler projects while still supporting deeper, more granular tracking when needed.
To update your project settings:
- As an Editor of a Capital Project Tracker, open the project you want to update.
- Select the “Project Settings” button in the top right.
- Open the “Update Settings” tab from the left navigation.
- Choose the level where status updates should be entered.
- Select “Save Changes” to apply your updates.
Document Enhancements
Document enhancement updates apply to all document and report templates in Digital Budget Book, Digital Financial Reporting, and Strategic Planning Documents.
Document Chat (OPEN BETA)
Document Chat embeds an AI assistant directly into ClearGov’s digital documents, making complex financial information easier for anyone to explore and understand. Residents can ask plain-language questions—such as “How much are we spending on parks?”—and receive immediate answers grounded in the data within the document itself.
By removing the need to navigate lengthy reports or understand accounting terminology, Document Chat enhances transparency and public trust, reduces repetitive inquiries to staff, and creates a more accessible, engaging way for communities to explore and participate in their government’s financial story.
Document Chat Insights gives account administrators visibility into how residents are engaging with their financial documents. Admins can view the questions being asked, track response and resolution rates, and monitor overall citizen sentiment. These insights help governments understand what information matters most to their community, identify gaps or areas of confusion, and continuously improve how financial information is communicated—all while maintaining confidence in the accuracy and performance of AI-generated responses.
You will need to turn the feature on for previously created documents and any new documents.
- Navigate to Settings > Public Website Presentation.
- Simply toggle on the “Enable Document Chat on public website” option to activate the feature on each document.
Filter On Page Assignment
Collaborating on large documents is now easier and more efficient. With this release, collaborators and reviewers can quickly identify and focus on the pages they’re assigned to within a document.
The table of contents now includes clear visual indicators that show page assignments at a glance:
- Pages assigned to you are marked with a blue arrow icon.
- Pages not assigned to you appear in gray, italicized text.
In addition, there are two new filter options above the table of contents, “All Pages” and “My Assigned Pages”.
- All Pages: This view allows you to see all pages within the TOC.
- My Assigned Pages”: This filter allows you to easily set your view to only the pages you’re assigned to. This makes it faster to find relevant sections, reduces confusion during review cycles, and helps contributors stay focused on their assigned work.
Line Height Added to Text Editors
You now have greater control over the spacing of narrative content within documents. With this release, line height settings can be adjusted directly in text editors.
By default, line height is set to 1.5, but you can now reduce spacing between lines to create a more compact layout. This added flexibility helps tighten the presentation of narrative sections and can reduce the overall length of a document, resulting in a cleaner, more concise final PDF.
Line height has been added to the toolbar of all text editors. To adjust the line height:
- Within any document type, click into a text editor. In the toolbar, you will see the new option for line height.
- Use the Line Height option in the toolbar to select the desired spacing.
- When entering new text, the selected line height will be applied automatically.
- To adjust existing content, highlight the text and change the line height from the default (1.5) to another value. The previously entered text will adjust accordingly.
Print PDF Without a Cover Page
A new option is available to generate a PDF without a cover page. Previously, if you did not add a cover page to the document, the system would auto-generate one when a PDF was generated. With this release, you now have the option to exclude a cover page from the PDF version of their document if they don’t want one.
The new “Exclude Cover Page” setting can be found in the PDF Presentation section of document settings. This option is set to “off” by default, but enabling it allows the PDF version to be generated without a cover page, which would start the PDF on the first page of the table of contents.
- This option applies both to user-added cover pages as well as system-generated cover pages if no cover page was created.
- This only applies to the cover page, which is the first page of the document. If a user adds a cover page type somewhere else within the document other than the very first page, that will still print as usual.
The exclude a cover page:
- Navigate to the PDF Presentation section within Document Settings.

Toggle on “Exclude Cover Page”.
- When enabled, any cover page added to the document will continue to display in the web version. However, when generating a PDF, the document will begin with the table of contents, and no cover page will be included.
Digital Budget Book
Display Capital Requests on One and Multi Year Plan Pages
This enhancement applies to both Budget Book and CIP Documents.
This release introduces the ability to display capital requests directly on the One Year Plan and Multi Year Plan pages of your Budget Book or CIP document. Previously, capital requests from Capital Budgeting were only displayed on subsequent pages, such as Departments or Projects.
Now, you can navigate to “Capital Budgeting Data Source” within the “Data Sources” section of “Document Settings” and enable “Display Requests on One Year Plan Page” and/or “Display Requests on Multi Year Plan Page.” Enabling these options generates a list of capital requests directly within those pages and displays their associated capital costs.
This feature is turned off by default and can be toggled on for one or both pages as needed. To enable this enhancement:
- Navigate to “Capital Budgeting Data Source” within the “Data Sources” section of Document Settings.
- Enable “Display Requests on One Year Plan Page” and/or “Display Requests on Multi-Year Plan Page.”

When enabled, the list of capital requests is displayed and grouped by Department or Project Type, based on the options selected in “Capital Project Detail Display.”
- The Multi Year Plan page displays capital requests and their associated costs across all available years.
- The One Year Plan page displays capital requests and their associated costs for the selected year.
Hide all Capital Request Details
This enhancement applies to both Budget Book and CIP Documents.
This release introduces the option to hide individual capital request detail pages within your Budget Book or CIP document. Previously, each capital request included in Capital Budgeting generated its own page in the document, which could result in hundreds of pages when many requests were included.
You can now create a more streamlined, summary-focused document by hiding these individual request detail pages. To do this, navigate to “Capital Budgeting Data Source” within the “Data Sources” section of “Document Settings” and disable “Display Capital Request Details”.
- This option is enabled by default to preserve existing behavior, but turning it off and saving will remove all individual request detail pages from the document.
- All summary pages and list views continue to function as they did before. However, when this option is disabled, capital request names in summary tables will no longer link to individual request detail pages. These pages can be added back at any time by re-enabling the setting.
By default, individual capital request detail pages are displayed for requests included from the linked Capital Budget. To hide capital request detail pages:

Navigate to “Capital Budgeting Data Source” within the “Data Sources” section of Document Settings and disable “Display Capital Request Details.”
- Disabling this option removes all individual capital request detail pages from the document.
- Summary pages continue to display lists of capital requests, but request names are no longer hyperlinks when this option is disabled.
- Individual request detail pages can be added back at any time by re-enabling “Display Capital Request Details.”
Hide Project # and/or Capital Request Title Within Summary Tables
This enhancement applies to both Budget Book and CIP Documents.
This release introduces new options to control which fields appear in capital project summary tables within your Budget Book or CIP document. Previously, both the Project Number and Project Name from Capital Budgeting were always displayed in summary list views, even when that level of detail wasn’t needed.
You can now exclude one or both of these fields to create a cleaner, more compact summary view. To do this, navigate to the Capital Projects section of “Document Settings” and open the “Project Summary Pages” tab. From there, disable “Display Project Number” in summary tables and/or “Display Project Name” in summary tables. These options are enabled by default to preserve existing behavior.
When disabled, the summary table list views of capital projects will no longer display the selected fields, freeing up space and allowing additional data columns to be shown more clearly.
To edit your document settings:
- Navigate to the “Capital Projects” section of Document Settings and open the “Project Summary Pages” tab.

Toggle off “Display Project Number in summary tables” and/or “Display Project Name in summary tables.” Both options are enabled by default.
- When “Display Project Number in summary tables” is disabled, the Project Number is hidden from summary table list views, but continues to display on the request details page.
- When “Display Project Name in summary tables” is disabled, the Project Name is hidden from the summary table list views. Because Project Number is not always required, disabling this option also removes the hyperlink to request details from the summary tables.
- If both options are disabled, the first column in the summary tables will be blank. This is expected behavior.
Display “Project Type” on Capital Request Details
This enhancement applies to both Budget Book and CIP Documents.
This release introduces the option to display Project Type within the overview section of capital request details. Project Type reflects the form used to create the request in the Capital Budgeting module and provides helpful context when reviewing individual requests.
Previously, this information was not available on request detail pages, even though it can be an important part of understanding the request. Project Type is now available as a configurable field in document settings.
For existing documents, this field is hidden by default but can be displayed by enabling the “Project Type” option in the overview section of capital projects within “Document Settings”. For newly created documents, Project Type is shown by default and can be hidden at any time by toggling the option off. The field only displays within the overview section of individual capital request details.
To adjust your document settings to display the project type:
- Navigate to Document Settings and open the “Capital Projects” section.

Select either “Capital Projects” or “Individual Projects,” and then open the “Overview” section and toggle the “Project Type” field on or off to adjust visibility.
- “Project Type” is displayed only within the overview section of individual capital request details.
- For existing Budget Book or CIP documents with linked Capital Budgets, the Project Type field is hidden by default to avoid updating existing documents.
- For newly created documents, the Project Type field is visible by default.

Charts
Chart Pivots
This release introduces Chart Pivots, expanding how financial trend charts can be configured and displayed. Previously, trend charts were limited to showing years along the x-axis, which constrained how financial data could be compared and analyzed.
Trend charts can now be grouped by year, financial data type, or account category, giving you greater flexibility and control over how data is visualized. This makes it easier to compare values such as budget versus actuals within the same fund across multiple years, all within a single chart.
By providing more control over how trend data is organized along the x-axis, Chart Pivots support clearer, more meaningful visualizations and stronger financial storytelling.
To adjust the chart display:
- Create or open a trend chart.
- Within the “Data Source” panel, select Value Categories and X-Axis Categories from the “Chart Display” section.
- Choose from the following options:
- Years – Fiscal years associated with financial versions
- Financial Data – Financial version types, such as Budgeted and Actuals
- Account Categories – Categories defined in your onboarded data in accordance with your Chart of Accounts segments
- Choose from the following options:
- As selections are made, the data table and chart visualization update automatically.
Statements
Rounding Adjustment
Managing rounding rules across financial statements can be one of the most tedious parts of financial reporting. Small rounding differences can make balancing a balance sheet frustrating. ClearGov’s Rounding Adjustment feature builds on statement-level rounding rules to give you granular control to adjust statement values up or down by a defined amount. These adjustments seamlessly flow through linked financial statements. Adjusted cells are also clearly highlighted in the UI, eliminating the need to search through spreadsheets to find the small variances causing issues.
- From within a financial statement, click into a financial cell
- If there is an existing dynamic figure defined, the Dynamic Figure Details screen will open.
- If there is no dynamic figure defined for this cell, the Dynamic Figure creation screen will open. Define a dynamic figure, select “save”, and insert dynamic figure.
- From the dynamic figure details screen, select the +- icon beside the Dynamic Figure Value in the General Information tab. The hover-over option for this icon says Manage Adjustment.
- Provide a value by which to adjust.
- Optionally, define a reason for the adjustment, i.e., “rounding to balance assets against liabilities and fund balances.”
- Select the save button
- You will see adjusted values highlighted in yellow in the statement for easy identification
Bulk Carry-Forward
Producing accurate financial statements is a recurring task for any accounting department. ClearGov’s Bulk Carry-Forward Statements feature simplifies the process of getting started on a new reporting process. Select all required statements and roll them forward into the next reporting period in one streamlined workflow—automatically updating statement descriptions, financial versions, and cross-statement links. This approach significantly reduces the time needed to produce financial statements by leveraging prior statements as reusable templates.
From the Statement Builder list screen in the Statements tab, organize your statements into one or more folders that contain all statements for a specific fiscal year and document (for example, 2025 ACFR):
- Select the parent folder. This automatically selects all associated child folders and statements.
- Click Bulk Actions > Carry Forward.
- The system scans for connections to dynamic figures in other statements that were not included in your carry-forward selection. This helps ensure you capture all related statements and figures so they can be carried forward together.

Next, define your data shift.
- The most common use case is shifting data forward +1 year. For example, carry forward your 2025 ACFR statements to FY2026.
- On the Data Shift page, review each individual statement and the versions used by dynamic figures within them.
- The left column shows the source statements. The right column shows the new statements that will be created.
- Update the names of the new statements as needed and select the appropriate version for each.
- Configure your Folder Structure. Rename any folders that will be created as part of the carry forward.
- Click End Carry Forward.
- You will be returned to the Statement Builder list screen, where newly created folders and statements will be displayed.
